The Virginia Lottery has a long legacy of visionary leadership which continues with our current Executive Director, Paula Otto, and the Virginia Lottery Board, consisting of Virginia Citizens and residents appointed by the Governor of the Commonwealth. Together they ensure that integrity innovation and fun are at the heart of every choice, every game, and every player experience relating to the Virginia Lottery.

meet the executive director

Executive Director Paula I. OttoPaula I. Otto was a Virginia Lottery gamer long before the first ticket was sold in 1988. She was a member of the original team of people who worked to build the Lottery from scratch (literally and figuratively). The start-up team worked long hours to get the first shipments of tickets and games to retailers for that first day of sales. As the Lottery's first Director of Public Affairs, she was a prominent player, helping to shape and protect the Lottery's public image.

In 1997, Ms. Otto left the Lottery to accept a faculty position at Virginia Commonwealth University, eventually rising to the position of Associate Director of the School of Mass Communications. Eleven years later, in February of 2008, she was tapped to lead the Lottery as Executive Director in its 20th birthday year – and beyond.

With the unique experience of having been there at the start, Ms. Otto understands how the Lottery occupies a place in Virginia's infrastructure that straddles a line between government and business. Since taking over as Executive Director, she has fostered strategic planning within the organization to optimize the amount the Lottery raises for Virginia's K-12 public schools, while maintaining the Lottery's reputation for integrity, innovation - and best of all - fun!

Ms. Otto grew up in Arlington, Virginia. She graduated with a degree in Journalism from West Virginia University and earned a master's degree in Public Communication from American University. She worked as a television news anchor in West Virginia and later with WTVR-TV in Richmond before joining the Lottery. She and her husband Dan live in Hanover County. If asked what her feelings towards the Lottery are, she'll likely reply, "I'm game!"

I want to personally welcome you to our website. The Virginia Lottery is all about games and fun. That’s why you see those two words, “We’re Game,” wherever folks play Virginia Lottery games. This year there are two other words you’re hearing a lot: Happy Birthday!

It’s the Lottery’s 25th birthday, and we’re celebrating with you.

Maybe you remember September of 1988. The Redskins were the reigning Super Bowl champions. Rain Man and Beetlejuice were big movies at the box office. The Cosby Show and Roseanne were the popular TV shows. And on September 20, the very first Virginia Lottery ticket was sold.

Since that day, Virginia Lottery players have bought more than $27.7 billion in tickets, and won more than $15 billion in prizes. In fact, last year for the first time, we awarded more than $1 billion in prizes in a single year. Retailers across the Commonwealth who sell Virginia Lottery tickets have earned more than $1.5 billion in commissions.

Most importantly, the Lottery has generated more than $9 billion for the Commonwealth. Of that, more than $6 billion has gone to K-12 public education in the Commonwealth since 1999, when the state constitution first directed Lottery profits solely to education.

To celebrate the Virginia Lottery’s 25th Birthday, we have a lot of great things planned. Be sure to come back to this site often to see what’s going on. It’s going to be an exciting year!

Through it all, there’s one thing that won’t change. When you play any Virginia Lottery game, you help contribute money to Virginia’s K-12 public schools. Last year Lottery games generated $486.5 million dollars for education, which is about eight percent of what Virginia spends on K-12 schools.

As we move forward into our next quarter-century, just remember: We’re Game!
